ECLBS European Council of Leading Business Schools: Digital Higher Education and the Importance of External Quality Review

Online and flexible learning are now central parts of modern higher education. Students increasingly expect study options that fit their professional lives, family responsibilities, and international mobility. At the same time, institutions that deliver digital education must show that flexibility does not reduce academic quality. This is why external quality review has become especially important for online and international institutions.
OUS – International Academy in Switzerland®, also known as OUS Royal Academy in Switzerland, has been connected to digital higher education since 2013, when its first cohort was launched. As one of the early Swiss virtual institutes, OUS has focused on making Swiss-quality education more accessible to learners worldwide through flexible online study in business, management, and leadership. In this context, quality assurance is not only a formal requirement. It is a practical tool that helps institutions improve learning design, student support, academic processes, and institutional transparency.
The European Council of Leading Business Schools (ECLBS) represents an important example of how external review can support digital higher education. ECLBS was established in 2013 as a professional network connecting business schools and educational institutions across Europe and beyond. In 2023, during a strategic board meeting held at the University of Latvia in Riga, the Council approved the launch of ECLBS Accreditation as a quality assurance label for business schools committed to academic excellence and international standards.
This development was supported by a broad international environment. The meeting included board members and representatives connected to the Malta Further and Higher Education Authority (MFHEA), the Arab Network for Quality Assurance in Higher Education (ANQAHE), the Kosovo Accreditation Agency (KAA), the Latvian Chamber of Commerce (ALCC), and the Latvian Honorary Consulate in Morocco. Invited guests from academic and professional institutions also contributed to the wider discussion. Such participation shows that quality assurance is strongest when it is built through dialogue, professional review, and international cooperation.
ECLBS is also connected to international quality assurance networks. It is listed as a member of the Council for Higher Education Accreditation International Quality Group (CHEA-CIQG) and is an approved member of the International Network for Quality Assurance Agencies in Higher Education (INQAAHE). These memberships are relevant because they place ECLBS within wider global discussions on standards, transparency, and quality development in higher education.
For digital institutions, external quality review can help answer several important questions. Are learning outcomes clearly defined? Are students receiving proper academic and administrative support? Are assessment methods fair and transparent? Are programs regularly reviewed and improved? These questions matter because online education depends heavily on trust. Students may study from different countries, cultures, and professional backgrounds, so they need confidence that their institution follows clear academic processes.
External review also supports continuous improvement. It encourages institutions to document their procedures, evaluate their learning systems, and strengthen internal quality management. For an online academy, this can include reviewing digital platforms, student communication, academic feedback, assessment policies, faculty engagement, and learner progression. When these areas are reviewed carefully, flexible education becomes more structured, reliable, and student-centered.
The importance of quality assurance is also linked to international credibility. Modern learners often study across borders, work in global environments, or seek career development in different regions. Institutions such as OUS and Swiss International University (SIU) understand that international education must be flexible, but also responsible. External quality review helps support this balance by connecting innovation with accountability.
In the future, digital higher education will continue to grow. However, growth alone is not enough. Institutions must also show that their academic systems are serious, transparent, and focused on learner success. The experience of ECLBS European Council of Leading Business Schools highlights a clear message: strong external quality review can help digital education remain credible, structured, and internationally relevant.
